The National Development and Reform Commission and the Ministry of Transport have released a list of national logistics hubs that will begin construction in 2020. Twenty-two of them, including a production-service hub in Luoyang, central China’s Henan province, have been selected to build a high-quality national logistics system.

Based on the Dongfanghong (Luoyang) International Land Port undertaken by YTO Group Corporation (YTO) affiliated to Sinomach, the Luoyang production-service logistics hub will utilize YTO’s marshalling yard and surrounding idle land resources. The marshalling yard of YTO, built in the 1950s, was a witness to the arduous start-up process of Luoyang’s industry, and has made important contributions to local industrial and economic development.

Building 45 national logistics hubs across the country from 2019 to 2020 was planned in a bid to accelerate the construction of a modern logistics operation system featuring “channels + hubs + networks” and to step up the building of the “dual-circulation” in which the domestic and foreign markets can boost each other with the domestic market as the mainstay.

The construction of national logistics hubs must be in line with major national development strategies, including the new development pattern of “dual-circulation”, the Belt and Road Initiative, the coordinated development of the Beijing-Tianjin-Hebei region, the development of the Yangtze River Economic Belt, the construction of the Guangdong-Hong Kong-Macao Greater Bay Area, the integrated development of the Yangtze River Delta, and the New International Land-Sea Trade Corridor in West China.

The hubs are designed to integrate the scattered logistics resources within the city clusters, improve the efficiency of intraregional and transregional logistics activities, and fuel the agglomeration and development of upstream and downstream industries, which will give shape to a large and unified domestic market.

The hubs focus on linking major international logistics channels and transport arteries and tightening ties with major global logistics nodes, sources of energy and raw materials, manufacturing bases and trade centers, in support of building a modern circulation system, securing industrial and supply chains, and promoting high-quality economic development.

Led by the land-sea links and east-west cooperation and supported by international transport corridors, comprehensive railway hubs and national ports, the Dongfanghong (Luoyang) International Land Port will take advantage of the logistics hub in Luoyang to create a modern logistics operation network serving the country and the globe as well as a multi-functional logistics hub integrating international multimodal transport, supply chain management and port comprehensive service.
